The Department of Health and Human Services (HHS) represents a significant threat to programs such as Head Start, as he is considering eliminating some child welfare programs and research grants that are vital to low-income families.

A recent leaked spreadsheet revealed plans to cancel more than 150 research projects, raising concerns about the future of evidence-based policies that support child development and family stability.

Scope of the Proposed Cuts

The leaked document details the potential termination of numerous grants focused on improving programs that promote healthy child development, reduce abuse and neglect, and foster economic self-sufficiency.

Among the studies at risk is research aimed at improving Head Start, a program that benefits hundreds of thousands of low-income children.

Impact on Head Start

Head Start is a federal program which provides free preschool education, health screenings, meals, and family support services to low-income children ages 0-5 and their families.

Operating nationwide, it promotes school readiness, healthy development, and economic stability, serving as an essential resource for vulnerable communities. The program has already experienced layoffs and temporary closures due to funding delays. Terminating these grants would further weaken efforts to improve educator retention and service quality, especially for low-income Black and Hispanic children.

Beyond

The proposed layoffs coincide with other cuts at HHS, including the closure of five regional offices and the reduction of staff at the Administration for Children and Families (ACF) from 2,400 to 1,500 employees.

Although HHS later stated that the leaked documents were outdated and no final decisions had been made, it did not rule out future cuts.

The sudden cancellation of these grants and programs threatens the safety nets that support low-income families.
